Joseph E. Little, CFP®, CPA, AIF®
Joe is the founder of Park Place Financial Advisors, LLC. He concentrates on investment management, financial planning, and tax reduction strategies. He has been providing tax and financial planning services to individuals and businesses for more than 40 years.
Joe is a CERTIFIED FINANCIAL PLANNER™ practitioner, the most highly regarded certification within the financial planning industry. The CFP® certification reflects Joe's extensive experience and education in the financial planning arena, as well as his commitment to continuing education and the CFP Board's Code of Ethics.
Joe is also a certified public accountant with extensive knowledge in federal income and estate tax laws. He uses this knowledge to build tax-efficient portfolios and works with clients to develop tax planning strategies.
In 2005, Joe earned the Accredited Investment Fiduciary® (AIF®) designation, which demonstrates how seriously he takes the legal responsibility of managing someone else's money. A fiduciary is required by law to always act in the client's best interest. AIF® designees have successfully completed a specialized program on investment fiduciary standards of care at The Center for Fiduciary Studies, which was established in association with the University of Pittsburgh Graduate School of Business.
Joe earned his CPA certificate in 1981 and became a member of the American Institute of CPAs and Vermont Society of CPAs. In 1992, he completed his coursework at the College for Financial Planning and earned his CFP® certification from the CFP Board. He is a member of the Financial Planning Association.
His Personal Financial Specialist (PFS) designation was granted in 1994 by the AICPA after demonstrating competence in personal financial planning.
Joe holds the following FINRA securities registrations: General Securities Representative (Series 7), Uniform Combined State Law License (Series 66), General Securities Principal (Series 24), and Municipal Fund Securities Principal (Series 51) as a Registered Representative and Investment Adviser Representative of Commonwealth Financial Network®.
Prior to starting Park Place Financial Advisors, Joe founded and operated for many years a successful CPA practice in Brattleboro. Joe also served until 2016 as chairman of the board of the Brattleboro Savings & Loan, a mutual savings bank committed to supporting the local community. In addition, he has served on the CFP Board’s, Disciplinary & Ethics Commission, the organization responsible for interpreting and enforcing the CFP Board’s Code of Ethics and Professional Responsibility.
Joe Little is proud to have been recognized as a Summit Club advisor—a distinction based on annual production attained by just 20 percent of advisors affiliated with Commonwealth Financial Network during 2013.
Kelli J. Warriner, CFP®
Kelli joined Park Place Financial Advisors, LLC, in 1999. Kelli provides financial planning services as an Investment Adviser Representative of Commonwealth Financial Network®. She assists clients on a broad range of financial issues and concerns as well as provide ongoing service related to their overall financial plan.
Kelli is a CERTIFIED FINANCIAL PLANNERTM practitioner, the most highly regarded certification within the financial planning industry. The CFP® certification reflects Kelli's extensive experience and education in the financial planning arena, as well as her commitment to continuing education and the CFP Board's Code of Ethics.
Kelli holds a FINRA Series 7 General Securities Representative registration and a Series 66 Uniform Combined State Law registration and has completed the College for Financial Planning CFP® Certification Professional Education Program. She also is a Vermont state life, accident, and health insurance licensee. Kelli has more than 22 years of experience in banking, management, and brokerage services, as well as customer relations and marketing. She is a graduate of Wheaton College, Illinois; attended Canon Financial Institute; and did MBA coursework at the University of Vermont.
Kelli serves on the Leland & Gray Union High School board of directors. A native Vermonter, Kelli resides in Newfane.
Toni Ciampaglione, AAMS®
Toni is a financial consultant at the Brattleboro Savings & Loan branch* of Park Place Financial Advisors. She joined Park Place Financial Advisors in March 2002 and has played an instrumental role in the growth of the branch office.
Toni is an Accredited Asset Management SpecialistSM (AAMS®) designee. The AAMS® designation reflects Toni's extensive education in the asset management arena, as well as her commitment to continuing education and the College for Financial Planning’s Professional Code of Ethics. An AAMS® designee has ample knowledge of critical areas of asset management, including investments, insurance, retirement planning, tax planning, and estate planning. This knowledge can be used to effectively analyze and recommend asset management strategies that take into account your entire financial picture.
Toni also holds a FINRA Series 7 General Securities Representative registration, along with a Series 63 Uniform Securities Agent State Law registration and Series 66 Uniform Combined State Law registration. She also is a Vermont state life, accident, and health insurance licensee. Toni is a Registered Representative and Investment Adviser Representative of Commonwealth Financial Network®.
Prior to joining Park Place Financial Advisors, Toni worked for Advest, Inc., where she started her career as a financial consultant. Before that, she was an operations assistant with Raymond James Financial Services.
Toni serves on the board of directors of the Brattleboro Sunrise Rotary Club.

Tina M. Harris
Tina joined Park Place Financial Advisors as our administrative assistant in 2007. She oversees the day-to-day operations of our office, assisting clients with account opening, maintenance, and problem resolution.
Tina started working in the financial services field in 2005. Prior to that, she was a paralegal with a local law firm. Tina lives in West Dummerston with her husband, Ken, and their chocolate lab, Maya. Tina and Ken raised their family in the Dummerston area and recently became grandparents for the first time. She enjoys quilting, kayaking, camping, and spending time with her family.
Tina’s positive attitude, discretion, and attention to detail complement Park Place Financial Advisors's strong commitment to client service.
Anthony Hemmelgarn, CFP®
Tony joined Park Place Financial Advisors in 2018 as a financial planner. He joins the firm with more than 15 years of industry experience.
Tony is a Certified Financial Planner™ practitioner, a highly regarded certification within the financial planning industry. The CFP® certification reflects Tony’s extensive experience and education in the financial planning area, as well as his commitment to continuing education and the CFP Board’s Code of Ethics. He is also a member of the Financial Planning Association.

Prior to Park Place, Tony was a financial planner with Pathway Financial Advisors in South Burlington, Vermont. Previously, Tony was with a New York-based investment company serving as an institutional relationship manager.
When not in the office, Tony can be found hiking the many beautiful trails in Vermont or on the slopes of Mad River Glen ski area in the winter.
